budgetBudgetCaps each member from starts, whose budget is the smaller of this and start's; and caps each turn that a send or ask to a host member opens, reserved under hop:<member branch_id>:<turn opener event_id> beside the member's and the request's own budgets (a hop cap ends only that turn). A host member reserves against no caller's thread budget: the caller pays through its run budget. Omitted: no cap beyond the agent's own.
